Water is a fundamental driver of socio-economic development and is deeply interconnected with nearly every Sustainable Development Goal (SDG). However, despite its critical role, water as a resource remains undervalued and is often used inefficiently. The increasing global population, rapid urbanization, and industrial expansion have significantly escalated the demand for freshwater, while a substantial portion of the population—36%—already resides in water-scarce regions. By 2050, global water stress is expected to intensify, with nearly four billion people projected to live in areas experiencing severe water shortages. Climate change further exacerbates these challenges, increasing the frequency and severity of droughts and floods across the world.
The growing water crisis necessitates urgent and coordinated action to ensure sustainable water management, equitable access, and resilience to climate change. Water is not just a standalone resource; it is deeply linked to energy production, food security, industry, public health, and environmental sustainability. Mismanagement of water resources can trigger socio-political conflicts, economic instability, and humanitarian crises, particularly in transboundary regions where water bodies are shared by multiple nations.
Transboundary water cooperation plays a crucial role in addressing these challenges. Approximately 60% of global freshwater flows are shared between two or more countries, making cooperative water governance essential for regional stability and sustainable development. Without effective transboundary agreements, competing water demands can lead to resource depletion, ecological degradation, and diplomatic tensions. Integrated approaches such as the Water-Energy-Food Nexus and the Circular Water Economy offer promising solutions by considering water as a finite, shared resource that must be managed holistically rather than in isolation.
The Nexus approach emphasizes the interdependency of different sectors, promoting resource efficiency, sustainability, and risk reduction. By recognizing that actions in one sector affect the others, the nexus approach aims to balance competing demands while fostering long-term resilience. Effective governance mechanisms, institutional frameworks, and technological innovations in water management are essential for facilitating regional cooperation, mitigating conflicts, and promoting sustainable development.
India, with its diverse hydro-climatic conditions and numerous transboundary rivers, is at the forefront of water-related challenges and opportunities. The country shares water resources with neighbouring nations such as Bangladesh, Nepal, China, and Pakistan, making transboundary water cooperation a critical aspect of its water governance strategy. Strengthening dialogue, institutional frameworks, and technological innovations in water management can foster regional cooperation, mitigate conflicts, and promote sustainable development.
